The Unsolved Murder of 6yo Stephanie Lynn Hebert
32 years ago, a 6yo kindergarten graduate disappeared from her middle class suburban neighborhood along the Mississippi River in Waggaman, LA. The date was June 13, 1978.
She had spent the night before at her friend Leesy’s house, is said to have checked in with her mother the following morning. After grabbing a bite to eat she left her home again to go to another friend’s house Lorie’s who live a few doors away. This was the last time her mother Joyce Hebert saw her daughter alive. It was 2:30pm.
On this typical hot summer day, children were everywhere in this cozy community. School had just dismissed for the summer and kids were riding bikes and tracking back and forth to the convenience stores buying treats. This was a time before Nintendo and the internet. This was a time when children actually played outside and ducked in and out of their friend’s houses to just to cool off from the heat or grab a glass of water. In this close knit neighborhood of the late 70′s, early 80′s, and a typical background of south Louisiana culture.
To enter Live Oak Floral Acres subdivision, you would travel south down River Road pass Avondale Shipyard along the winding Mississippi River. The entrance to Live Oak Floral Acres sat between two convenience stores on River Road. All the streets were aptly named after flowers and are in alphabetical order. Stephanie Lynn lived at 117 of Aster Lane, closest to the entrance.

Headline: Middle-aged Woman Is Sought in Disappearance of Little Girl
Deputies late Wednesday were looking for a middle-aged woman wearing heavy make-up and colored tennis shoes in the disappearance of a 5-year old child who has been the object of a fruitless two-day search in the Waggaman area.
Jefferson Parish Sheriff’s Dept. Public Information Officer Lt. Harold Klibert said a woman selling ice cream and cotton candy from a truck positively identified 5-year old Stephanie Lynn Hebert as the child accompanying the wanted woman.
The truck vendor told deputies she sold the woman and child two sticks of cotton candy between 4:30 & 5pm at the corner of Dandelion Street and Aster Lane.
Klibert said investigators do not know if the auto and the suspect are connected. “This is just another lead we’re trying to check out,” he said, adding that the woman in the truck did not see the suspect and child get into the car.
Stephanie, daughter of Mr. and Mrs. Donald Hebert of 117 Aster Lane was last seen by her mother about 2:30pm Tuesday when the child said she was going to a friend’s house three doors down the street from the Hebert’s residence, the girl’s father said.
The search was called off shortly after dark Wednesday and was scheduled to resume at first light Thursday. Bulldozers were brought in late Wednesday to begin delving into the intense foliage of the area.
About 100 deputies of the Jefferson Parish Sheriff’s Office and 35-50 volunteers
concentrated a large segment of their search Wednesday on a thickly wooded area covering many acres of the fringes of the small Mississippi River community, said Lt. Klibert.
Headquarters for coordinating Wednesday’s search effort was set up at the Live Oak Manor Volunteer Fire Department at Azalea Drive and Gardenia Lane near where one section of the wooded area begins. Sheriff Alwynn Cronvich was on hand there at least part of the day.
The search for the child being coordinated by the JPSO and involving a number of volunteer firemen began Tuesday night after the Hebert’s failed to locate their daughter. The neighborhood, Live Oak Floral Acres subdivision where the Heberts lived 7 years was scoured by searchers Tuesday night. JPSO search teams, some with police dogs also pushed into the thick woods at the time resuming the hunt Wednesday morning and covering some of the same ground to make sure no clues might have been missed in the darkness.
The sheriff’s office also was conducting a search from the air with a helicopter that criss-crossed the Waggaman area just upriver from Avondale on the West Bank.
Although the sheriff’s office did not speculate on what might have happened to the child all concerned realize that kidnapping is a distinct possibility. The fear of this magnified by the recent kidnapping sex murder of two young girls in Morgan City.
Lt. Klibert said searchers were covering both sides of the levee and that a pair of cut-off blue jeans appeared to be stained with blood was found on the river batture Wednesday morning. However, he said investigators don’t believe the jeans are related to the girl’s disappearance but added “We are processing them accordingly.”
Stephanie, whose 6th birthday is June 30th, was last seen wearing pink shorts and a pink checkered top, her father said. Also, she was barefooted and wearing blue framed glasses, he said adding that she had blond hair, is about four feet tall and weighs about 45 pounds. Last month she graduated from kindergarten at Live Oak Manor Elementary School near her home.
Lt. Klibert said the sheriff’s office has received a number of calls from people who thought they might have seen the child, but all so far have failed to shed any light on Stephanie’s disappearance.
However, he said the sheriff’s office nonetheless wants people to call if they have the slightest suspicion that they might have seen the girl or have a clue to her possible whereabouts. “We’re checking out all leads,” he said.
Late Wednesday, searchers had been unable to come up with any “really solid leads,” he said. But Lt. Klibert said there were no plans yet tho relax the intensity of the search efforts to any significant degree.
The girl’s father, a 40-year old fitter with Avondale Shipyards, said detectives have searched through, “almost every house on this block since she was known to have been playing down the block as late as yesterday (Tuesday) afternoon. Investigators were so thorough he added, that they searched his single story brink home Tuesday night saying, “Lets be sure she’s not sleeping in a closet or under the bed.”
My Quest For Answers
About 5 years ago, after watching a segment of AMW America’s Most Wanted, I suddenly recalled the murder of a child named Stephanie Lynn Hebert. I wondered what had become of this case. Was it solved? After 25 years, I hadn’t heard a word. True, her story was front page news for months but I hadn’t heard her name in years.
Stephanie Hebert had a special place in my heart for a couple of reasons. One, we lived in the same parish, two, her father and my first husband both worked at Avondale Shipyard and her murder was the reason why I held all of my children so tightly.
One month before Stephanie’s disappearance, I’d just had my first child, a daughter. As a new mother, I panicked at the thought of this happening to my child. Instantly, my heart broke for Stephanie’s parents as I watched their despair on the news. Everyone in south Louisiana was glued to their TV sets awaiting updates. For the poor children of Live Oak Floral Acres, they were sentenced to Alcatraz. Bike riding, playing ball in the street was put on indefinite hold was one of the comments sent to me on yuko.com. The streets were desolate for the remainder of the summer of 1978.
My Search
Sometime in 2006, I really didn’t know where to start. Thinking back, I remembered my daughter’s birth, so I had a year, 1978. I first searched the internet for her name, Stephanie Lynn Hebert and couldn’t’ find her. I went to JPSO Jefferson Parish Sheriffs Office cold case site, again no Stephanie. I went back to the internet and I finally found her name was on page 7, Google.com.
I found her obituary dated December 10, 1978. It was sad to think this child was buried and now I find her buried in the World Wide Web. It just didn’t seem right to me. I wondered if I was the only person still thinking about this murdered little girl. I contacted AMW. I thought they would have more resources to find out about her and I hoped they would possibly showcase her story too. Shockingly I received an email from them. They couldn’t find anything either.
Now what?
Although at this time I had never posted on a blog, I decided I would get her name out there again. Surely, there had to be more people like me. Somebody remembers Stephanie Lynn Hebert. I posted on a few sites and received a few comments. Most were thankful that I came forward to put Stephanie back in focus. In response, I received comments from her childhood friends telling how Stephanie’s murder impacted their lives. Even her first boyfriend, known to me as Saint Death, commented how confused and sad he was as a child and till this day he’s haunted by her death. Some of the neighborhood parents told stories of their homes being searched and one whose home was a command center for searchers. One angry parent told me two cops parked at one of the convenience stores ignored their plea for help when Stephanie had first gone missing. She told me how the neighborhood rallied to find the little girl when Joyce Hebert was hysterically searching for Stephanie.
After much thought, because I’m not one to insert myself into murder cases, I finally called JPSO cold case division. I told them my name and politely asked them about Stephanie Hebert. After a long wait on hold, a clueless receptionist didn’t know who was handling the case. She said someone would call me back. A few hours later, I did get a call from a detective. I asked him if the case was still open, he said yes. I asked were there any new leads. He said no but they were expecting to make an arrest very soon. Then without warning he asked me WHY I called after so many years. I told him I’m interested because it was such a brutal crime against a child, I’m a true crime buff and I hadn’t heard about her case in years. He seemed to understand, sort of laughed and that was the end of the phone call. I took the call as a warning. Maybe I’m opening a can of worms? Am I hurting the chance for justice for a murdered child? This surely was not my objective. Or am I now a suspect? I hung up with an eerie feeling.
As I researched further at the local library, I found an article dated Nov. 29, 1978. Stephanie Hebert’s skeletal remains were found tied to a tree 21 miles from her home. Her clothing, little blue glasses and shoes laid nearby. It’s heartbreaking to think that this child was possibly tortured while tied to a tree. What type of animal could do this to a precious little girl? I silently cried at the library while reading the photocopied article.

I needed to do more. With much more information than I had for the other blogsite, I decided on yuko.com. My name there is KidJustice. There I was able to post her story with more facts. In the meantime, I was getting feed back on the original site. I had drawn a few very curious comments there. One was the mother of JPSO’s prime suspect, Beverly Seisman. Strangely, I had another personal connection to Stephanie Hebert. Beverly Seisman’s daughter was a friend of my second husband. They both worked at Avondale Shipyard when I met him. He introduced me to her on one occasion. She was an attractive girl who unfortunately sometimes ran with the wrong crowd he later told me. Within the next few months, Beverly Alexander (same first name as her mother) was found dead in the trunk of her car. The investigation was short and within a year or two Beverly’s case was closed by JPSO. Her case remains unsolved. Her mother, Beverly Seisman told me, she was outraged and had always felt that this was in retaliation to Stephanie’s murder. She said JPSO early on had her son Roger Alexander in their scope. Roger, then 16 years old was Leesy’s and Beverly’s older brother. He was new to Waggaman, LA. He was Beverly Seisman’s first born son who lived with his father in Maine but because he had problems living with his father, Beverly Seisman wanted him to live with her. Stephanie spent the night at the Seisman’s before she disappeared. Coincidentally, Roger had a fight with his step father 2 days after Stephanie disappeared. Beverly said this is why she promptly sent him back to Maine to live with his father.
After joining CSO, Crimesearchersonline.com which was dedicated to Caylee Anthony and other missing and murdered children, I thought this might be a good venue to post her story. I was getting impatient with this news of an upcoming arrest. I was still corresponding with Beverly who told me Roger was anxiously waiting on the results of the DNA test. She was hopeful that this would finally exonerate her son. In my research I did stumble across an article in the Times Picayune, Roger Alexander, POI, was brought to a Grand jury in St. Charles parish in 1981 for the kidnapping and murder of Stephanie Hebert. The jury came back “no true bill”. Roger was set free and quickly returned to the safe confines of Maine.
As for the report of the woman allegedly seen holding Stephanie’s hand buying cotton candy from a vendor, this story never really panned out. Some say the composite drawing looked like Roger in drag. Regretfully, I misplaced the newspaper copy of the drawing. I didn’t see the resemblance. What’s most prominent in the drawing, although it’s a very generic copy, is a V-shaped hairline sometimes referred to as a widow’s peak. Also Roger has a prominent Adam’s apple which I find unlikely to have gone unnoticed.
In emails and blog comments, Roger said he and his cousin both passed polygraphs in 1978. He can account for everything he did on June 13, 1978 except for 20 minutes. In early July 2009, came bombshell news. Val Bracey of Fox8Live, put together in a televised news special on July 29th, called “Lost Daughters.” I first heard this news from a very excited Beverly Seisman via phone. It was official, the DNA does NOT belong to Roger Alexander.
Val Bracey is my hero. Stephanie Lynn Hebert is back in the news reminding us all she is still awaiting justice. I pray that I’ll live long enough to see it but I know the odds are against me.
I am totally dedicated to her case. I’m not a detective or a family member, just a concerned citizen that hopes to bring awareness to the child. Hopefully, now that we’re in 2010, with new technology and forensic science, LE can somehow solve this crime or maybe someone will come forward with new information. An ex-convict and one-time California sheriffs deputy, Hohenberger was linked with the abduction, rape and murder of five Morgan City, Louisiana teenagers over a three-month period of 1978. Two of the victims were discovered on May 25, their bodies secured to weights and dumped in a septic tank; a third was found two days later, with all three reportedly strangled after sex. Still missing at the time of Hohenberger’s identification were 14-year-old Bertha Gould, vanished from a high school fair on May 11, and 16-year-old Leah Rodermund, lost on a trip to the neighborhood drugstore. FBI agents described sex as the motive for slayings committed by Hohenberger, a drifter since his release from prison who found temporary employment around Morgan City. As an afterthought to the case, city councilmen passed an ordinance requiring all transients to register and have their fingerprints taken by police, in an effort to “discourage the criminal element from coming down here and looking for a job.

It’s getting close to the anniversary of her disappearance. This is really a strange case and makes its odd, these families are related by marriage. I hope someone comes forward to tell the truth.

I do wonder possibly if Robert Carl Hohenberger did have something to do with this or possibly Harold Childress who was a convicted sex offender living in the neighborhood. I have had anonymous people come forward syaing they know who did this and they are related to them….its always a male perportrated to have been the perp…..4 times i was told not by name but by description the same person by 4 different ppl is the criminal responsible for this crime. I don’t know though. There are those that want fame. So I am still at a loss. I am terribly bothered by Beverly’s death because that may have thrown the case for a inescapable loop! Also when I talked to the JPSO’s Detective at the time 2 years ago who is no longer lead detective on the case …I too was questioned and asked why I was calling …so to avoid suspicion I offered my address and Full name but once i gave my mothers name, because she was in on the search for the first few weeks after Stephanie dissappeared, the detective showed a sense or ease ….also because my mother was in the papers in a small article because I saw Stephanie 2 days before. That and she was my first girlfriend. So Lt Klibert came to my house and questioned me and my mom hoping for some clue. I lived 4 houses down from River Rd. on the east side of Azalea Dr. Stephanie lived down the street away from the levee and around the corner to my …mmmm say “8:30 ish” on a clock if im referencing the front door and street as 12:00 from my house. We had this empty lot behind our house with huge live oak trees with the spanish moss in them. Anyone that lived there in those days and may possibly still be that way, knows of the famous LIVE OAKS and there acorns and leaves that made lawn care almost impossible! lol
See its all still there! I can go there just as quick in my mind as I can grab a glass of tea from the “fridge”! ! ! ! So ask for all the help you want I AM IN! I AGREE! AND I WANT TO HELP TOO! I have made so many phone calls back in 2006 and 2007….but got really no where. I still cringe at the thought that I BOO HOO’D all over the phone like a big baby to Stephanie’s mom like I did…..was creepy ! I couldnt help my self though. Like I said before…I got counseling for 3 years when I was young…only way for me to stop this feeling is to get the ANSWER OF WHY did she have to die? ! ! !

I am so sorry for all that you’ve been through. You were a child when she was murdered so this explains why you still have these feelings. It was a traumatic experience for you because you were her close friend, boyfriend. How sweet is that.
The crime itself “tied to a tree” seems like a childish prank to me if the tree would have been in the neighborhood but it wasn’t. She was found 21miles away. That means someone drove her. It’s an adult or teenager with access to a car, right?
But an adult such as Honenberger would have killed her before leaving her tied to a tree to die, if this was the case.
Do you know exactly where she was found? I’d like to know who was familiar with this area and if the area was far enough out in the woods where no one would have heard her screams.
Very strange case. I wish LE would go back out and ask more questions. Sometimes people have a change of heart and will tell the truth. We can only pray. So sad.

This guy Hohenberger’s last murder in this area was in May of 1978. Notice his MO. Most of his victims are older. Not that means anything. I hope by now JPSO has cleared him. They do have a sample DNA from the crime scene. Thanks for caring. Her little face is etched in my memory for life.
Stephanie was taken to a secluded area off Hwy 3160 near Taft of the west bank of the River in St.Charles Parish. Although her bones were scattered around a tree, detectives realise that here ropes had been placed around the remains. Maybe its my imagination..but I could have sworn my mom told me that she was killed and that forensic evidence was proven she had not lingered on living and starving out there in those swampy woods. In my mind I believe she was abducted, raped and taken to this area and murdered! She was found by a hunter so the bastard knew it would be some time before she would be found! He knew the area! The only real tie that Roger Alexander was associated with her death was the rope was SUPPOSEDLY the same type of rope found in Rogers house! That is too circumstantial! Problem #2 for me is I had seen a red station wagon type car with the fake wood paneling(i.e. sticker/decal) down the sides to simulate wood, with this unusual lookin character …who to me looked kind of like a kiss fanatic. I am wondering if this was the perp? He was skinny with dark hair and from the way he sat in the seat of the car may have been approximately 5’7″ to 5’10″ if right under 6 foot tall. Not as tall as I am now I am 6 ft 4 inches.
After Lt Klibert talked with my mom she told me to drop it and dont talk about it except to the police. So I did….til I was 14. When i decided to ask my mother about it. I remeber it well when I asked her. She said she had thought it was the neighbors kid. Problem for me is I only retain an inkling of a feeling that maybe Roger may have done this. Even though DNA has supposedly cleared him. But i also think a great deal it probably in all certainty it wasnt him. My problem is what evaluation of the DNA has been tested for? Has animal DNA been excluded from the sample? Have they found another set of Human DNA sequence from the evidence at the scene? We may never know! Also is there a link on what Robert Carl Hohenberger looks like? maybe I could tell whether he is my suspicious driver of the station wagon. I had to stay inside the 2 days leading up to the date of the crime because I didnt do my chores so I was punished and had to help my mom fold clothes. Well my brother had came in the house and was pokin fun at me for being grounded. However…after he walked out my mother went to the carport storage room on the left side of the house( if your facing out my front door toward the street i.e. Azalea Dr.), and she went into the storage room to do something…that I dont remeber…and after my brother walked out the front door I followed him to the front door and looked out and as he walked away i saw the red station wagon with this wierd sum beach lol with a cokd stare creepin slowly down the road. He looked right at me then turned his head and was heading the opposite direction from River Rd. If you mapquest the area you will see what I mean.

2:30 PM Stephanie told her mother: “Mommy I’m Going to Lorie’s (MISPELLED?) house”. Last time seen by mom and/or both parents:(Donald and Joyce Hebert)
Joyce had sent Quenton(Stephanie’s brother) to go across the street to bring Stephanie home. (I am Still Unsure of the timing of this!)
(one source reports:)Quenton apparently reported that Stephanie never made it to Lorie’s house.(Another source reports after leaving Lories house she never made it home.) MANY QUESTIONS ARISE FROM THIS!
She was supposedly last seen by a female ice cream/cotton candy vendor between 4:30 and 5 PM.
Female Vendor claimed she spotted Stephanie with a middle-aged woman wearing heavy make-up.(Police has speculated that because the woman wore such heavy make-up may be due to the person being possibly a man in disguise!)
Female Vendor also stated that the 2 were in the location of the corner of Dandelion Street and Aster Lane when they both got into a mid to early 70′s dark Blue Pontiac Trans-Am.
November 29,1978 : Stephanies Remains were found in a location some 2 miles off Highway 3160 by a hunter.
According to Lt.Klibert detective in Charge at the time confirmed FBI reports that the corpse was tied at some time to a small tree and that animals had disturbed the site somewhat considerably. However the clothes and eyeglasses found at the site were idendtified as those of Stephanie’s by her parents.
The remains found were sent to the Department of Anthropology of the Smithsonian Institue at the request of the FBI crime lab in Washington,D.C. They also confirmed that it was the bodily remains of Stephanie Hebert.
Police recruited the help of a reknown psychic named Dorothy Allen but it had appeared after some declarations by October 1980 no help in the case would come from her abilities!
Although we all here know Roger was arrested and brought to a grand jury for the quest for enough evidence to try him in a court for her murder….the jury returned a “No True Bill” Verdict so the evidence was not enough for St.Charles Parish District Attorney Harry Morel to bring Roger to trial in August of 1979.
DNA has been reportedly summited and cleared Roger but to what nature of testing and What more evidence has been investigated? All I know is that FOR SOME REASON ROGER IS STILL A PERSON OF INTEREST IN THIS CASE? BUT what about other evidence, and other people mentioned by even News Investigators of Known Sex Offenders Living In the area and what about a infamous Pedofile who was caught in the greater New Orleans area around the time. Even though he is dead now an exumation of his corpse for DNA sampling for even a future unsolved cases might be in order…..but MAY NOT HAPPEN IF COST IN $$$ IS HIGH!
As of now I have only few leads of which I cannot say until I have them checked out by the JPSO and either confirmed or eliminated. If confirmed you all know that they will not tell me till trial if SOMEONE ever gets charged for this HANEOUS CRIME!

Tim, there’s two things we need to know about Honenberger. We need to see his picture or at least a description. Also we need to know the date he was killed in a shoot-out with the police. I’m thinking he was shot in early June or July 1978. If it was in June, then that would rule him out.
We need more help. I’ve already contacted AMW. They don’t seem interested, too many fresh cases for them to show case. No problem. But what about other shows? Dateline, 48 Hours? I’d love to see it go to TruTV’s Psychic Investigators. Wow, I bet they could help.

As for the questioning of the knowledge of murder ….I was informed after hearing some boys …well overhearing them, running their mouth as to her remains being found they went to kinda kid bragging about what happened but , not like glorifying the outcome but make it sound like it was a frog in a girls hair situation. They went on saying that how she was found(rumors spread like lightning) and what was found, and what people were speculatiing about happened and then continued with the famous ” I once new about this girl and…” thus continuing my listening capability. Well I hung on to their every word because back then I didnt know CRAP! That day I was informed promptly by the boys of what rape and murder was. It only hit me when I was playing outside around Christmas of 78….but i do mean Right in the FRONT DOOR! because of the dissappearance of Stephanie, that was after coming back from my dads in Jackson Mississippi, I noticed a fowl smell and realised it was coming from a Doberman Pinscher that was rotting across the street in the gutter part of the edge of the road. I asked my mom where is that smell coming from and she promptly told me it was from that dog. Well I had seen dead animals before so it was nothing new,….until I asked my mom is that what happens to us? You now know the answering point to when it HIT ME! I cried in the night all summer long at my Grandfathers house in Jackson Mississippi home of my fathers father.

I’ve read the all the posts on the Yuku site over the past few months and somehow stumbled across this blog. It was an interesting read here. I’m just among the many that mourns for Stephanie and prays that justice is one day served – but whose hands are just as tied. The forensics and technology in the late 70′s is nothing as it is now-a-days. Today, you can’t scratch your a** without SOMEONE videoing it from their cell phone and putting it on YouTube. It was just so much easier to get away with things back in that time. Although I pray I am wrong, I just don’t see an end to this chapter as all roads travel in the same endless circles. Of course I believe that someone or some people know something about this, but I’m afraid that they shall take it to their grave(s) if they haven’t already, and that sickens and angers me. Stephanie’s family deserves proper closure, at the very least. Thought we all would love to know why, there would never be justification. Tim/SaintDeath, I would love to see that picture you were talking about of you and Stephanie as I would love to be able to place you in my past – as I cannot recall you by first name. I’m sorry that this apparently is affecting you as morbidly as you describe, after all these years. I too, at a very young age, had to learn of the terms “kidnapped” and “murder”. My house on Buttercup Drive was one of the houses searched and I vividly remember sitting on my sofa being questioned by police during their search for her. Though on different streets, my house was only a few doors from Stephanie’s and she and I used to play on my front porch. She had more freedom that I did at that age so I do not recall having ever been to her house, but she had visited mine often, and had done so recently within the time of her kidnapping. I have at home a scanned picture of our Live Oak Kindergarten graduating class – I will try to find you ‘Tim’.
My parents still live in the house I grew up in – the house that Stephanie visited and the house that was searched (as many were in the neighborhood)…just a few doors away from Stephanie’s old house and Beverly’s house where her family STILL lives. Now Beverly’s is yet ANOTHER mystery that deserves solving and though there was a life connection, I’ve kind of never really felt a connection to their deaths. But…who really knows?

Wow…since I had Stephanie and Beverly on the brain today after making my last post, I was spending my lunch time at work Googling, trying to find more on Beverly and the events leading up to her murder and such (with no luck), and I stumbled onto this: her sister’s obituary. I had not known that Beverly’s younger sister passed away last year, “Lecy” – as most knew her. Without knowing how she passed at such a young age (39), I found it interesting that in lieu of flowers, they asked for donations to victims and citizens against crime. I wonder if that is out of respect for Beverly or if Ilece herself was also a victim of a violent crime. The obit mentioned that she was preceded in death by her son, Andrew Thomas Alexander and her sister, Beverly Ann Alexander. So, Ilece suffered the loss of a child just as her mother did when Beverly was murdered. Regardless of how Lecy died, I just can’t imagine what their mother has had to deal with in her lifetime. Burying two daughters and a grandson, and having her eldest son followed for his adult life by a shadow of suspicion in a murder case – even after being cleared of wrong doing. Tragedy AND mystery just seems to follow this family…

Mary Lou Arruda kidnapped Sept 09 1978 (The day after her 15th birthday)
Found tied to a tree. Murdered by James Kater, her body was found 11/11/1978, tied to a tree. Kater was convicted of her murder in 1979 and 1986, but the trial was overturned due to improperly obtained evidence from the witnesses. He was still in jail in 1993 awaiting his third trial.

Her bike was found the same day; nearby was a Benson & Hedges cigarette and a car tire track with an acceleration mark and an abnormal tread wear pattern. A pathologist testified that Arruda had been tied to the tree while conscious, but that she lost consciousness and that the weight of Arruda’s head against the restraint around her neck strangled her. Around the time Arruda disappeared, five individuals saw a green car with a black or silver stripe speeding through the neighborhood where Arruda had been abducted. Id. Four of these witnesses were hypnotized during the course of the investigation into Arruda’s disappearance. Kater I, 447 N.E.2d at 1194. At trial, the five witnesses testified that Kater’s car was similar in color, size, and markings to the car they had seen on the day of Arruda’s disappearance. Kater VII, 734 N.E.2d at 1171. One person described the driver of the car as a white male with dark curly hair and dark-rimmed glasses. Police developed a composite sketch of the driver based on eyewitness accounts. Id. at 1170.

While Arruda was still missing, Kater was interviewed by the police. The police noted that Kater smoked Benson & Hedges cigarettes, and that his appearance matched both the composite sketch and the description of the driver given by one witness. Kater allowed the police to search his car, a bright green Opel with a black racing stripe. The right front tire tread of the car had a unusual wear pattern consistent with the tire track found near Arruda’s bicycle. In the car the police found two cartons of Benson & Hedges cigarettes and two pairs of dark-rimmed glasses. In the trunk of the car, under some luggage, the police found two newspapers, each open to articles about Arruda’s disappearance. Kater made a statement to the police as to his whereabouts at the time of Arruda’s disappearance, but the SJC found Kater’s alibi to have been inaccurate. Id. at 1171.

Kater, in 1969, had pled guilty to a crime which the SJC stated was “strikingly similar” to the one perpetrated against Arruda. Id. at 1176. Evidence of this prior conviction was introduced at Kater’s fourth trial for the purpose of establishing Kater’s identity as the perpetrator of the crime against Arruda. Kater had abducted a thirteen-year-old girl, Jacalyn Bussiere, who was walking her bicycle on a secluded street. He forced her into his car and drove her to a wooded area. Kater hit Bussiere over the head and tried to force her face into a stream. After Bussiere fought back, Kater forced Bussiere into the car again and drove her deeper into the woods, where he tied her hands, ankles, torso and neck against a tree; this was similar to how Arruda’s body had been found tied. Bussiere lost consciousness for some time, but eventually managed to free herself and report the crime to the police. Id. She identified Kater as her assailant

“Suzanne Davis’” was abducted by Franklin Delano Floyd between June 1973 and August 1975. Her background is unknown, as is her age and true identity. Floyd claims to have taken over as her parent when she was abandoned and raised her under aliases in several states. She was born around 1969.
“Davis” attended school in Oklahoma City, Oklahoma in 1975. She graduated from high school in Forest Park, Georgia in 1986. “Davis” then moved to Phoenix, Arizona later in the year and began using the alias “Sharon Marshall.”
Investigators discovered child pornography in a pickup truck Floyd used. About 40 photographs depict “Davis” from the age of 4 to a pre-teen, displaying her engaging in sexually explicit conduct. These photographs reveal that the defendant was sexually abusing her for a considerable length of time and memorializing the offense conduct. The photographs also included 33 pictures of another female child and 16 of a beaten and tied adult female.
Floyd and this unidentified female were married in New Orleans, Louisiana in 1989 under the aliases of “Clarence Marcus Hughes” and “Tonya Dawn Tadlock.” Both of them were wanted in connection with a Florida homicide by April 1990; before any legal proceedings began against them, “Tonya” was killed in a suspicious hit-and-run accident in Oklahoma City, Oklahoma. Floyd is the main suspect in her death.
“Tonya” gave birth to a son in Tampa, Florida in 1988. The child, Michael Anthony Hughes, was abducted by Floyd on September 12, 1994 — four years after “Tonya’s” death. Floyd walked in to Michael’s school in Choctaw, Oklahoma and abducted the child at gunpoint. Floyd also kidnapped Michael’s school principal and tied him to a tree. He was found hours later by people working in a nearby yard.
Michael Hughes was living with foster parents when Floyd kidnapped him. Michael has never been found. Floyd has claimed he is living in a foreign country, but authorities presume he is dead. Floyd was arrested and charged with Michael’s kidnapping. Floyd is not Michael’s biological father.

Julie Cohen, 22, was the first female to be admitted into the University of Florida’s Graduate Forestry program. In March, 1977, she was alone in the Austin Carey Memorial Forest working on a class project. Part of her research consisted of taking samples from local trees and grasses. When Cohen didn’t show up for her class the next day, fellow students began a massive search. Her remains were found in the forest–she’d been strangled with her own bra. Investigators theorized that the attack was “personal or maybe sexual.” There were signs of a struggle, but little evidence was left at the scene. Cops set up roadblocks along Waldo Road but no one claimed to have seen anything unusual. Detectives recently submitted items to a specialty lab in hopes of getting “touch” DNA (cells from the killer that may have transferred onto Cohen’s clothing). It’s been 33 years since Julie Cohen was murdered. No suspect has ever been charged.

I know how you feel. I was a few years older and just had my 1st child, a little girl who was a month old when Stephanie was kidnapped. For years I wondered what happened to her case after not hearing or reading anything for about 20 years.
I looked all over the internet, not one word except for her obituary in Dec 1978. That’s when I realized I needed to bring awareness to her case. I don’t know if it worked or not but about a year after I started blogging about her, Val Bracey of Fox News did a story on her case.
I was hoping someone would come forward with some answers after so many years but no one has. I know her case is still opened and I pray that one day someone will come forward and tell what they know. In my gut, I feel like somebody knows something.

JB my friend and I were discussing this case and he pointed out that Ted Bundy would have been traveling through the area at approx the same time as Stephanie’s death. I’m going to do some brainstorming to come up with more MO matches os possible leads.
There is another person they should checkout Brian Siemssen he is roger’s step brother. Stephanie would have known him. He was in and out of boy’s homes and later jail. I had spent the night before Stephanie at the alexander/siemssen household. I was 10 years old at the time. That day before I went home Stephanie had come over, We played in the front yard across the street hide and seek and swinging statues. It was not long after Stephanie disappeared that he Brian Siemssen tried to get me in his car. It was silver with a black top. He also has semi-long hair at the time. His DNA should be on file since he does have an extremely long criminal record

I was 10 years old living in Waggaman when Stephanie Hebert this happened and was shocked. As for Beverly she was one of my close friends when she was murdered. Her boyfriend at the time called me and said Beverly had been missing for 2 days and that she told him she was staying at my home. I hadn’t seen Beverly for 2 months before her death and told him I hadn’t heard from in 2 months. She was going through things and I had a hard time getting in touch with her. I hope that the police can find justice for both of these girls.
I also wanted to reply about Beverly’s little sister Ilece (Lecy) Alexander that died at 39. She did not die of a violent crime but I do think she may have taken something and didn’t wake up. I spoke to her 2 weeks before her death and she seemed to be doing fine living in Chalmette.
You have got to learn to spell that last name “SIEMSSEN”. Melvin Siemssen has nine childern from his 1st marriage,5 boys.The 1st wife is related to Stephanie’s family. The son I am talking about is approximately 3 years older than Roger.

I didn’t realize SIEMSSEN had so many children. Do you know if the detectives questioned any of his sons? I think there was a lot of focus on Roger and no one else because of the way he left town. Jefferson parish hasn’t had an unsolved murder of a child in decades..I know they really want to solve this case. Hey just want to tell my story of what happened and hope & pray ya’ll understand. I am now 52 but at the time I was 17 and my mom & I were driving home from my aunt’s on the e.bank. We had to cross the huey p long bridge. We were driving down river rd. And just as we got in front of the Time Saver on the right hand side of the road was the pretty little blonde haired girl standing there all Alone. I told my mom to stop & check on her but… She continued driving explaining that maybe she was waiting on whomever she was with to come out of the store. I can’t speak for my mom’s thinking but I thought it odd for a child to be out there at that time of night alone. It was dark approx. A few minutes before 10 cos I turned the news on when we got home. I was SHOCKED THERE SHE WAS MISSING! I called the police told them where to look what she was wearing etc & asked them to please please call me back. They did… She was gone. Later as everyone found out she was brutally murdered. I can only hope that this Angel child and her famil can forgive me. I don’t know why but I spent most of yesterday crying over her …i couldn’t remember her name & a friend of mine looked her up for me. I will never forget her. Sincerely, Caroline Barbee

They had 2 stores on that corner, which I thought was odd but anyway, you said you saw her in front of the store on the right? Okay. And you say you think you saw her at night? From my knowledge of the case, Stephanie’s mother started looking for her at about 2:30 or 3:00pm.
I’ve been told by a source that there were two cop cars sitting in parking lot of one of those two stores, when someone walked up to them and told them that a little girl was missing and that everyone was looking for her. This person told me that the cops sort of blew them off saying that she’ll show up. She’s probably at a friends house.
I wonder when LE actually got involved? I don’t doubt what you’re saying because you say it was the same child that was on television at 10pm.

I would think her clothing would have had some dna evidence. It was only a month before they found her, right? I wondered if Hohenberger could be responsible, because he had a spree of rapes and murders very close to this time. But his named victims were all older, young teens. He was killed while they attempted to arrest him in Washington state in June of 1978.

Man it’s so uncanny how I remember so much and get so much jarred from memory by all of us former and perhaps still residents of that Heartfelt community. I remeber the tall Live Oaks covered in Spanish moss… my stepdad taking us to the old park just off River road not too far from the old Time Saver store on the right or the Levy side. Heck I can remember the stomping I took one time from my mother after she found out me and my brother crossed River Rd. and went up that shell gravel access road just a little ways to the side of the Time Saver. That road took you to the top of that Levy where me and my brother would throw those little white chalky shells into the river …well when it was in spring flood stage… after all it is the mighty Mississippi river. Anyway… all of you that were in the neighborhood know what I am talking about… All the little acorns and oak leaves that were so acidic it was almost impossible to grow grass! That was my world at 5 yrs. to 8 yrs old. I moved out of the old neighborhood a year after Stephanie’s remains were found. My mom insisted that my stepdad move the family out of the area to help me deal with all this better. We had moved to 357 Pat Dr. in Avondale from the Home on Azalea Dr. But I was still in the area because I attended Norbert Rillieux Elementary not far from the area… (those who do not know the area) its just east of the Live Oaks area. Well it’s just ironic how this all comes back in waves.
Maybe I repressed it because it shocked me to find this horror so close to home…. It could have happened to any of us that were in the age group that Stephanie was! But ALAS! I have no problem really…… but MY GOD what about STEPHS FAMILY! GOD GRANT THEM PEACE!

It seems like the author Arlene Culpepper’s article focused on Hohenberger. That was someone I was thinking of too but as it turns out, he was killed before Stephanie was kidnapped, so it’s not him but IIRC, LE did say it was possible he had an accomplice.

In 2010, the prime suspect Roger Alexander, who was the 16yo brother of Stephanie’s friend, whom she had spent the night with on the night before she was kidnapped. He was a prime suspect at the time because his mother sent him back to live with his dad in Maine, 2 days after Stephanie went missing.
It’s my understanding that the DNA used for testing came from the rope. That DNA did not match Roger. Hmm.. but now that you’re mentioning the clothes, maybe the detectives should check for Touch DNA like what was done in the Anthony case?
Good Idea. For some reason, I don’t think Stephanie was killed right away. I don’t think she was brought to the location she was found until later. Since her skeletonized body wasn’t found until 5 months later, there’s no real way of knowing when she actually died.

JB, be sure to check out the link that Michael left. I believe Hohenberge abducted those teens just before Stephanie went missing and died in June of the same year, which would be the same month she was abducted but I haven’t found an exact date. I don’t think it was him though, not only because he was back in Washington but also, he always killed on Thursdays and it seems to be immediately after raping them. Interesting and could explain his why if someone found out what key event in his life took place on Thursday.
I agree, if the time reported she was last seen is close, 2:30, is correct, that she wasn’t killed immediately.

Henry Lee Lucas was arrested on June 11, 1983 by Texas Ranger Phil Ryan, initially for unlawful firearm possession.
In 1984, Ottis Toole confessed to two unsolved Northwest Florida slayings, including one of the I-10 murders.
Toole and Lucas went on a confession binge, confessing to 100s of murders. Toole confessed to the murder of 6yo Adam Walsh. After enjoying cheeseburgers, french fries and the limelight of national media, Lucas and Toole recanted their confessions.
Years passed. Both men were sentenced to life in prison. Although Ottis Toole denied killing 6yo Adam, John & Reva Walsh hired a private investigator to take a look at Ottis Toole again.

Note* If Lucas and Toole were traveling companions in 1978 and then moved in with Toole’s family sometime in 1978, it’s possible they were rambling in the south in June 78.
We know Toole had no problem murdering children because 2 years later he murdered 6yo Adam Walsh.
Incidentally, during Lucas and Toole’s confession spree, in New Orleans, Lucas solved five more murders. What were those cases? What were the dates?
Needless to say, I intend on visiting the library once again to find out what crimes and more importantly the dates of these murders and what circumstantial evidence did NOPD have to substantiate Lucas and Toole’s confessions in 1983.

Jacksonville, Florida, home to Ottis Toole. This case reminds me of Stephanie’s. Both are unsolved. Glen’s brother is a blond like Stephanie. I wonder if Glen had blond hair too. This is a very strange case. Deplorably, 10yo Glen Davenport was embalmed before an autopsy could be performed. The police officer said that the rope found around Glen’s neck was not tight enough to kill him but he had bruises around the face and mouth area as if someone clenched a hand over his mouth.

10 year old Glen Davenport was reported missing to the police on February 3rd, 1968. The police never searched for Glen; it was Glen’s family, friends, and neighbors who searched for him throughout the night.
Note* According to Glen’s brother, there was a young girl in that neighborhood who was sexually assaulted that night but her family didn’t want her to come forward. I wonder if this girl, now a woman would come forward to give a description of her assailant. This information may bring some hope to the Davenport family.

I’m not really sure of what I should say. I’m very sorry for anyone who has ever gone thru a tragedy like this. Bertha Gould was/is my aunt. Till this day she has never been found. There used to be several eye witness reports claiming that they had seen her but unfortuanately we were never able to find her. I dont know very much about what supposedly happened to her b/c no one talks about it. Too painful to re-live those memories, I suppose. I’ve searched the internet trying to find information about it but I was never able to find anything and honestly I dont even know where to look. I’ve wondered if she was ever added to the missing persons archive but when I tried to do a search on there, I wasnt able to find her name. It really bothers me that no one is looking for her anymore. She was the sweetest girl, very beautiful, and a very talented singer.

I’m so sorry that you’re not finding the answers you’re seeking. I’m sure it’s frustrating for you. Honestly, when I first tried to find anything on the internet about Stephanie Hebert in 2006, I ran across the same problem. The only thing I could find then was her obituary. I had to go to the library to find everything that I’ve posted here.
Correct me if I’m wrong, but you’re saying that you’re Bertha Gould’s niece and Bertha Gould is said to be one of Hohenberger’s victims, correct? Was she the young girl who was with another young man who went missing too? Or was she the one who was going to the drug store?
If you’re looking for information, you should try the local library. There’s microfilm of the Times Picayune and perhaps even a local paper near Morgan City.
Even better, since you are a family member, you might be able to find someone from the Morgan City Sheriff’s office who’ll share more details with you since your family finds it too painful.
Since her boby has never been found, I agree with you that she should be listed in missing person databases. It wouldn’t hurt if she was. Skeletal remains are often found, so why not add her DNA to the missing list? If her remains were found, perhaps that’ll help bring closure to your family?
You can also ask a website administrator to add her name and picture to their website. If you would like, I’ll do it here if you have a picture because that will help bring interest, but there are quite a few other websites dedicated to the missing only and have alot more traffic than my site. So you should consider that too.

My heart goes out to you and your family. I’m sure it must have had a huge impact on their lives back in 1978 but I commend you for bringing her name back to light because sometimes that can promote healing also it’s a sort of validation that she existed.

Yes, I am her niece. There was never much proof that she was in fact one of Robert Hohenberger’s victims. Bertha and her best friend, Judy Adams, was walking home from the fair May 11, 1978. Here’s where it gets iffy… all the articles I can find online say eye witnesses seen a strange man approach the two girls that night. What the eye witness reports actually say is a strange man approched the two girls, grabbed the bigger girl, Judy Adams, forced her into a car, and the little girl, Bertha, took off running. The family suspicion back then and even till this day is that a family memeber was involved in her disappearance and there was a LOT of circumstancial evidence to back it up. There were also tons of eye witness reports claiming they seen Bertha and most of them focused in on this one town in particular. Of course all of this was brought to the FBI’s attention back then and would you believe they played the recordings back to the family memeber to let him hear everything the family had to say about him. Then my family was escorted to the out skirts of town by the feds and told not to come back. I will email you a picture of Bertha that you can post.
